Drawing on a year-long study of the innovative Washington State Family Policy Council, we propose that governance decisions and strategies are game-changers. When we view governance as a modifiable intervention that can drive learning, engagement, focus, and data tracking/evaluating for results, we shift to capacity building rather than coordination with lasting, positive outcomes.
